No, you don't need this.  A smartcard based key is always tried in
addition to the keys listed in sshcontrol.  In fact this smartcard thing
is how I tested the putty support.

Check that the agent is up and running and that not Pageant has already
been started.  To start the agent pragmatically you may use this
command line

  gpg-connect-agent /bye
