to check the integrity of the current gpg4win packages (*.sig) you need this 
OpenPGP certificate:
  Intevation File Distribution Key 
  Key ID: EC70B1B8
  Fingerprint: 61AC 3F5E E4BE 593C 13D6 8B1E 7CBD 620B EC70 B1B8

It is also listed on http://gpg4win.de/package-integrity.html, 
section "OpenPGP signatures":
  "The signatures have been created with the following OpenPGP certificate
  Intevation File Distribution Key (Key ID: EC70B1B8)"

So please import this certificate first from an OpenPGP certificate server. 
Then you can check the integrity of gpg4win 2.1.0-beta successfully.
