I think host should read "secure.wms.defra.gov.uk" without the full
path.
Also, class should be basicauth. I tried in my browser and a
basic-auth-dialog raised.

[secure.wms.defra.gov.uk/SPIRE_WMS/WMS]
host=secure.wms.defra.gov.uk
path=/SPIRE_WMS/WMS
class=basicauth

Then it _should_ work.
