Bug probably not introduced by GNU/Debian.  Further investigation
indicates that this affects OpenBSD too since no latex is installed by
default.  2 possible fixes, modify configure.in to check for latex
being installed and either fail or skip latex processing.  Which is
best?  I guess skipping.
