[Openvas-devel] Removing getopt Dependency from OpenVAS

I see no reason why we should keep this program. The OpenVAS project does not
apply any x509 signatures. In case we eventually do, we can use gpgsm --verify.

Also note, that removing the .c-file is not sufficient. Changes upto the packaging
files are likley due.
