[Openvas-devel] Reorganizing plugins... 2. try

This is second release of a patch to reorganize plugin and cache
subdirectories. The first version included some parts of a patche I did for
64-bit clean compilation which are now hopefully removed. Also, I introduced
an error while doing last minute changes so that v00 patch didn't work as
it's supposed.

This time, I hope it's better. Also, there is now cache_folder directive in
configuration file that specifies top level directory for plugins. If
cache_folder is not specified, then .desc subdirectory will be created in
plugins_folder directory. Cache folder is organized into set of
subdirectories with a single letter.

I would like some feedback, is this good or not before doing the last
enhancment to allow multiple subdirectories to be specified (this won't be
so easy).
