[Openvas-plugins] Breaking up NVT Description

how about this approach:
We add a scanner preference "tags_added_to_desc"
which contains a list like "xrefs, cve, solution".
In other words, a list of tag names that are then
added by the scanner when sending the result text.
Like before it was done with CVE/BID.

So, users can specify what they want to have in the results
even after we broke up the descriptions.

We can even backport easily to OpenVAS-4 so that those users
can gain this functionality and we can earlier start to break up.
With a default that mimicks the old behaviour.
