Hi John!
Currently i can't connect to IRC but i'll be online in the next hours.
I just tested this on your server:
http://zuluviz.sdsu.edu/wps/web/embrio/vector/v_buff/v_buff.php

It seems like the support for GML, wasn't built in your GDAL installation.

Can you check this (using ogrinfo -formats should prompt the supported
formats)?
