Maybe report this to the Ubuntu people (packagers).

It is possible to package Skencil for both revisions of python,
this just need to be done in harmony with the other python package
of your installation. That is the task of the packagers.

You could install Skencil manually, it would be some work, but
afterwards you would be independend from the packagers.
