Yes and no. I tested it with default settings and also with
a user defined folders.

Only for the case an installer was used because in this case it
might lead too more trouble to change the folders.

I implemented the "override default setting" checkbox. It either does
not seem to work or people except that it does something else. If you
check this box, all GPG preference items (homedir, locale-dir, gpg-exe)
should be editable again.
