[Winpt-users] Patch for 0.11.7

Hi!

I recently found a problem in 0.11.7 which prevents to handle
photo-ids when the user does not have admin-privileges. I fixed
this in 0.11.7.1.

At the time I write this, I could not contact wald.intevation.org
so I released the file at http://www.winpt.org directly.

As soon as I can contact Wald again, I will of course make a release there.
But the earliest date is tomorrow morning.
