That's a good point. But actually a lot of people already have problems
due to all the registered hotkeys and I don't want to produce more error
messages. I know it would be an option to disable the entire hotkeys,
but 6 hotkeys are already very much.

You could solve this problem with external programs (IMHO), very easy.

The clipboard editor will be started after decryption if the user wishes
it and IMHO this should be sufficient. To have hotkeys for all kind
of command will be very messy and increases the chance that reserved
hotkeys will be used and this produces error messages.

Wheen the field is empty no hotkey should be enabled for the selected action.

Maybe cross links would make sense, but actually I can't think of many.
I see that it can be a problem when there are many taskbar icon
(programs) but IMHO it is not too hard to select the @-key and popup
the menu to select an entry.

Actually I thought about to "modernize" this dialog. With a menu or
at least a popup menu to allow such features.

Good point. I will add this ASAP.

Actually I need to do the "remember the position" features for all
