I was not able to find the GPGME dll in the zip package I downloaded from 
http://wald.intevation.org/ . Should it be there?

Hi!

I forgot to say that this release contains an updated GPGME dll.
This is especially interesting for people with a P4/HT enabled
CPU because the new DLL should solve the problem that WinPT/GPG
operations are very slow on such machines.

Any feedback is welcome.
