gpgol.dll does not register automatically in my test environment:

Window XP SP2, Outlook 2003 DE,
executed as Administrator.

Running regsvr32 gpgol.dll then makes it register.
Obviously with an installer, this should register right away during install.

Is this a known bug?
Can it be fixed easily?
