Initial Comment:
Currently, if a non-admin tries to install gpg4win,
he is informed that things will go bad.
But he can continue and then things are bad.

IMHO there is no sense in continueing the installation
if the user has no admin rights.
Therefore I propose to make the installer simply stop
and exit if the user has no admin rights.
