[Gpg4win-devel] Directly change version numbers in SVN?

Somebody hinted us on a new version of gpgee?
I am wonder how to best deal with the issue.
Shall I just change the version number in the SVN
and then this new version would just be used at the next build 
by whoever does it?

Or shall I assing it to somebody?
