Initial Comment:
With the introduction of build-history.awk, which depends on
../../NEWS, the website build directory gpg4win/trunk/doc/website is
no longer self contained.

As a consequence the build/update procedure as described on the website 
and in the README fails.  (They suggest to only checkout
gpg4win/trunk/doc/website, which is basically a good idea)
