Initial Comment:
Apparently, it is possible to have e.g. an english
Windows but the regional settings set to Germany (number format etc).
Then, Gpg4win will act in german language allthough
its only the regional setting, not about the language.

It is probably best to allow explicit selection of the
language of the installer and of the installtion.
