The installer for gpg4win isn't digitally signed so Windows will always prompt with a warning that some unknown publisher issued the file. I think this should possibly be fixed.
Furthermore, NSIS tends to yield seriously weird behaviour if trying to install with non-sufficient privileges (possibly only with virtualized files, don't know), including failing installations and no rollback on that occasion, so you have to clean up the mess manually. You may want to consider telling the executable to need administrative privileges, so UAC can handle this.
