Initial Comment:
The output of gpg is in russian language, but it uses codepage cp1251. Russian Windows XP uses this codepage for GUI, but it uses codepage cp866 in console output.
As a consequence, the output of gpg in console is unreadable since it is in another codepage.
It is possible to redirect the output to a file, then open it in Notepad, the text will be visible because Notepad uses cp1251.
