I find it strange that it came with it own copy of gpg but is missing libintl-8.dll.

Probably I have it in gnupg from gpg4win.

Both the command line and this version of claws mail are working.

If the message is smime encrypted, just save the attachment from a mail client that doesn't know smime and decrypt the file. The result is a message in eml format.
I think signing and encrypting need client support. I don't know if gpgsm can process mime encoded files.
