as far as I know, it is implemented so that the system's language and locale
is the default. This is what most users expect. You can override the default,
but this is not obvious.

I can see that this is a problem for you and a language that is less spread.
The problem probably goes beyond kleopatra then, you'll have it for all
applications that you would want to translate. So it calls for a general
solution. A world in which a Gaelic speaker has to check the language
settings on each of her applications does provide a bad user experience as
well. So what could you do?
Maybe come up with a general gui application that changes the locale?
If you are working on a translation for an application, you could also suggest
a patch to the documentation. Or instructions to a general page for Gaelic
users.
