[Gpg4win-devel] Gpg4win 4.0.3 reports "The procedure entry point gpgrt_fname_to_wchar could not be located"

The issue after the upgrade of Gpg4win occurred when I logged on as a
normal user in Windows 10 (member of the Users local group) and
started gpg4win-4.0.3.exe with "Run as administrator".

Now I repeated the upgrade from v. 3.1.16 to 4.0.3 but I started
gpg4win-4.0.3.exe while logged in as an administrator. This time the
installation did not ask for Windows restart and all files in
"C:\Program Files (x86)\GnuPG\bin" were replaced successfully (they
have newer timestamps).

Kleopatra and Outlook plugin work fine.
