Kleopatra is translated by KDE. Check the following page for instructions how 
to translate Kleopatra: https://community.kde.org/Get_Involved/translation

Other parts of Gpg4win (GpgOL, GnuPG, pinentry) are translated by gnupg.org. 
Check the HACKING files in the different Git repositories at
https://git.gnupg.org/cgi-bin/gitweb.cgi for details how to contribute 
translations for those projects. You can find the translations in the po/ 
folders of the projects.
