If you deselect "GpgOL" in the "Choose Components" view of the Gpg4win 
installer the Outlook plugin isn't installed.
(see http://gpg4win.de/doc/en/gpg4win-compendium_11.html)
Then you can use e.g. Kleopatra & GpgEX for file crypto only.
