thanks for the report!
You could try using gpg2.exe directly and see if it works.

We (that is Werner, myself, Emanuel and Andre from Intevation and G10code)
try to find some funding that would allow us to look into more issue
that gpg4win has drawing since the last revision and on the latest windows 
platforms.
