[Gpg4win-users-en] Command Line Portable?

Does anyone know if it is possible to operate Gpg via command line as
portable? Thunderbird Portable is capable of using Gpg/Enigmail as
portable, but the functionality of command line is preferred; any
attempt to use Gpg via command line, I have found, alters the harddisk,
leaving folders and files, even when Gpg is installed to flash drive,
making it unsuitable for true portability. Worse, it does so amid the
Windows folders on C:/, making it difficult to get rid of any trace.
Does Linux terminal do a better job?
