The important part is that you need to ensure this. By linking to an
arbitrary server you can't fulfill this. Note that you need to make
sure that you provide the exact matching source and not just some
repo. When it comes to the legal part of Free Software, there is no such
thing as an official server.
What you can do is to enter into an agreement with the server owner to
make sure that the server is available for all your users over that 3
year period. In the end it is easier to host the sources yourself.
FWIW, GnuPG 1.4 is maintained and there are no plans to give up on it.
