In my gpg.conf, certificate for hkps server is configured using normal
slash as delimiter and it works well.

keyserver hkps://hkps.pool.sks-keyservers.net
keyserver-options
ca-cert-file=D:/Users/Kosuke/Documents/GnuPG/sks-keyservers.netCA.pem
