Moving mails should work with 3.1.3 but only with 3.1.3. Before that it was
impossible when the mail was open. You had to select a different mail or
unselect the mail with "ctrl + click" before you could move it. Maybe that
helps but it should not be necessary with 3.1.3.

That is indeed a known problem. But I don't think we had this documented / a
task for this. I've opened one to track it: https://dev.gnupg.org/T4127

That moving mails does not work with 3.1.3 is not a known problem. I can only
offer to look into it if you could provide a log (log level 1) of such a
failed move.
By that I mean that you would need to enable gpgol debugging as described
here:
https://wiki.gnupg.org/TroubleShooting#Enable_GpgOL_debugging
Then start Outlook, try the failing move and close outlook again. If you then
send me the log I can look into it to figure out what might be going wrong.
