gathering from the webpage, it's only CMS pubkeys, they publish.

https://wiki.gnupg.org/TroubleShooting has some general ideas.
In this case: try the command line with diagnostic message for more 
information.

Give an example here. (E.g. for a pubkey and how you'd tried to import it).
