[Gpg4win-users-en] Unable to refresh keys using Kleopatra

I encountered the following error when I was trying to refresh keys:

C:\Program Files (x86)\GnuPG\bin>gpg.exe --refresh-keys
gpg: refreshing 17 keys from http://pool.sks-keyservers.net:11371
gpg: no valid OpenPGP data found.
gpg: Total number processed: 0

C:\Program Files (x86)\GnuPG\bin>

Below is the list of software that I use:

Microsoft Windows 10 (18362.815), US English, 64bit
gpg4win version 3.1.11

I appreciate your help on this issue.
