Hello David
Yes.
Changing the passphrase of a key/certificate changes the password which
protects the key itself. The identity of the key itself does not
change. You just need to use a different passphrase to use the key.
It it will still to be able to decrypt previously encrypted files
(similarly, and old copy of the key that used the old passphrase will
be able to open newly encrypted files as well).
