[Winpt-devel] Proxy support

Hi,

as some people mentioned it to me, I thought it would be useful to
add SOCKS proxy support for the keyserver code in WinPT.

I'm familiar with the protocol and how it works, but I don't know
what versions are used in the wild. I mean there are v4/v4a and the
newest version SOCKSv5.

Do I still need to provide v4 support or it is enough just to have v5?

Any feedback is welcome.
