Okay.  The m4 file is too old but it usually doesn't matter.

Well, Gpg4win required GNU make.  I have never seen tehse warning.

No problem, it doesn't matter.  I usually run 
  ./autogen.sh --build-32 
instead as this takes care of passing all arguemnts.

Well, you need NSIS :-)

No, you need the posix version of NSIS.  I don't know whether it buids
on cygwin but tehre is nothing special in it so this can be done.
