After looking at the source, I found that KMail/Kleo don't take the no-change 
state into account on the "S/MIME Validation" page, so the above won't work 
for them, either.

The only option, then, would be to keep the allow-mark-trusted option, 
read-write, sync it up so it works on no-allow-mark-trusted internally 
instead, and set it's level to invisible/internal.
