[Gpg4win-devel] More formalized NEWS/History?

Hi,

it is desireable to have history/Changelog information also on
the website.
To not get into a maintenance nightmare I thought it might be a
good idea to formalize the history information a bit and thus allow
automatic creation of documents.

I quickly hacked up a solution which is attached.

Some questions remain:
- where to place the history file?
- will it replace the NEWS file?
  - or should the NEWS file be even generate from history as well?
- should the makefile in website grasp history file from the checkout or
   via http through webinterface of SVN?

Further comments/questions?

EN: No splash screen anymore. Instead, the logo now integrates into
    installer dialog.
DE: Kein Splash-Screen mehr. Dafür Logo in Installer-Dialog eingebaut.
