You do not need a special editor for TeX, any resonable
editor will work as a .tex file is just English with some
control characters that you can just ignore while reading.
So notepad will work or any other Free Software editor,
I have not tried it, but http://www.scintilla.org/ looks interesting
(and having many feature, probably too many. :) )

The most recent source is in the repository, you can access
this with a normal webbrowser via:

Look for files like:
novices.tex
