[Gpg4win-devel] New website online

Hi,

I just activated our new website which was in development over last
two weeks. (Basically Sascha worked on it - thanks!)

Hope you like it.
Note, that this step is meant to have a nice, but small website with
all basics and (accept for the version) not susceptible to aging.
