[Gpg4win-devel] Faster installer building

Hi!

I added a configure option --enable-fast-makensis to speed up the building
of test installers.  You can use it this way:

  ./autgen.sh --build-w32 --enable-fast-makensis

it works by using regualr ZIP encryption instead of using the LZMA
compressor.  The result is of course larger: 41MB instead of 33MB for
1.9.11.  However the actual building of all 3 installers is much faster:

real    1m11.394s
user    1m5.452s
sys     0m2.512s

I dont't have the numbers for the regular build but it is in the range
of 20 minutes.  Note, that this is after all software has been build.

You may also want to add the options 

 --disable-light-installer and --disable-source-installer

for test builds.
