[Gpg4win-devel] 3.0.0 Testversion installer updated

Hi,

I've just updated the published Gpg4win-Testversion [1] to beta-128, apart 
from an update to gnupg-2.1.11 and some minor gpgol improvements the big 
change compared to the last Testversion is that Kleopatra has recievied a 
major technical update. Not so much user facing stuff yet but there are already 
some things like new icons, translations for lots of languages, some ECC 
support for gnupg-2.1
