There are two use cases for multiple signatures. In one, it is only
important that each required party signed. In other cases, the order of
signatures is important. For example, in the United States, a notary public
is usually not allowed to sign a document unless the principal has already
signed. This could be accommodated by allowing the second signer to
designate that she is simultaneously signing two files, one being the main
document, the other being the signature file created by the first signer.
