[Gpg4win-devel] Dropping GPA from the installer

Would be fine by me.
Especially as the GPA maintainer recommends it.

Maybe it makes sense to ask on gnupg-devel and gnupg-users if there is someone 
willing to stepp up as GPA maintainer or at least helping GPA.
I guess there will be at least new GTK versions to port to. ;)
