[Gpg4win-devel] Gpg4win 4.0.3 reports "The procedure entry point gpgrt_fname_to_wchar could not be located"

Somehow an old version of libgpg-error-0.dll, which lies in the c:\Program 
Files (x86)\GnuPG\bin folder is found and loaded. Probably some process of 
GnuPG was not killed correctly when installing but then a reboot should have 
solved this.

I think that would solve it because somehow the dll was not updated. Note that 
if you uninstall Gpg4win it will leave all your user data, keys etc.  intact.
