Can you put a feature request in at the feature tracker?
It also would be useful if there would be a ranked list of plugins.
Which are more important than others.

With Gpg4win 1.0.0 the goals of one of the funders of the project have been 
reached. We cannot say when and if there will be more funding.
So any effort, help or funding is appreciated.

I do not know.
I would be my impression that the efforts of Window ports 
should be merged upstream at Sylpheed-claws level.
