That is a dummy.  gpg2.exe always uses --use-agent; you can't change
that.

I am not sure whether I unserstand your problem.  If you have different
keys, the agent caches the passphrases for each key separate.  Different
subkeys are also viewed as different keys.

Please don't do that.  A gpg.exe is installed in the path and Psi should
use that one instead of a hard coded fill filename.  If you really need
a full filename, use
 
  C:\Program Files\GNU\GnuPG\pub\gpg.exe

This pub directory is the one published in %PATH%.  The gpg.exe there is
a kind of symlink.  (Run "gpg --version --version" to see what I mean).
