I am unsure, but I think this is GPGee,
which will be replaced in Gpg4win2 with GpgEX.
(GpgEx is more integrated with the development environment
and other components of Gpg4win2.)

http://gpgee.excelcia.org/ says it can detect the right operation
on "decrypt". So maybe you can try it? (Just a wild guess.)
A hackish solution would be to use gpg.exe on the command line.

GpgEX does not have a symmetric function for encryption files yet,
what is your use case for it?

Best,
Bernhard
