Can you start Kleopatra from the Gpg4win start menu?
Then try to sign/encrypt a selected file via GpgEX. Kleopatra should open the 
file crypto window.

You can also try to sign/encrypt files directly from the file menu of 
Kleopatra (without GpgEX).
