[Gpg4win-users-en] Kleopatra does not starts

This indeed provided more info. Results from launching
c:\program files\gnu\gnupg\kleopatra.exe
[5792] Fatal:Could not determine kde installation prefix (Error code=1113)
[2456] Fatal:Could not determine kde installation prefix (Error code=1113)
These errors does not change if exe is launched either from start
menu shortcut, or directly from explorer, or from command line
(cmd.exe) On subsequent launch attempts, first numbers in error
display changes (it does not repeats).
Googling for
"Fatal:Could not determine kde installation prefix (Error code=1113)"
really yielded only one result, and it was a thread in this mailing
list from 2009.

This bug has been open since 2009-08-22 and is still open.
Conclusion: gpg4win is fundamentally broken on non english windows
locales.
