Hello Barry,

you could use 
http://gpg4win.de/download.html
to install GnuPG 2.0.17

I don't use Kleopatra as I had too many 
problems with it (Win 7 x64 german). Since 
quite some time I am using GPGshell instead 
and have not had any problems with it.
